Diplomatic Cargo – Cargo shipment

Do you want to send fragile and / or voluminous goods with a codification no higher than classified and / or confidential to a Dutch diplomatic representation abroad? Then you can use Diplomatic Cargo. The shipments are generally shipped by air freight, road freight and sea freight.

All users with authorization profile 2 can request a Cargo shipment from the Diplomatic Courier Service.

Are there specifications I need to be aware of?

Packaging
The shipment is packed by a carrier contracted by 3W, in protective, custom-made wooden transport boxes. These are made specifically for air, road and sea freight shipments. You may also pack the shipment yourself. In that case, the package (s) must meet the following conditions:

  • The package (s) is suitable for the affixing of a  Diplomatic sealing (s) and can therefore be closed completely with a valve or lid.

  • The packaging does not have any inscription and / or printing on it.

  • The wooden packaging (crates) comply with the ISPM-15 conditions and bear this quality mark.

  • Packaging for shipment by air freight does not exceed 160 cm.

Depending on the nature of the goods to be shipped, the size of the shipment, the destination and the transport options, additional conditions may apply.

Content
Only for official correspondence and goods with a codification no higher than confidential, and fulfilling the following criteria:

  • No liquids.
  • No foodstuffs and / or other perishable products.
  • No excise duty bound goods.
  • No substances that have been classified as hazardous substances under the IATA regulations
  • No documents, goods or substances whose possession or transport is prohibited by law in the Netherlands or in the country of destination, transit or departure.

Request for a Cargo shipment

Your request must include in attachment a completed packing list (preferably in English). Should you have a packing slip or invoice from the supplier, then you may also use that, provided the packing slip contains the following information: Number of items; Description (for ICT resources: state Brand, Type and Serial number); and Value. You can find an example of a delivery note on the government portal Rijksportaal.


For goods containing Lithium Metal and / or Lithium Ion batteries which fall under the IATA  "Dangerous Goods Regulations",, a Material Safety and Data Sheet from the manufacturer is also mandatory.

Additional documentation may be required for Customs formalities. Should that be the case, the Diplomatic Courier Service will get in touch with you.

Where do I deliver my shipment?

After submitting the application, you will receive a confirmation by e-mail, including an order number and a delivery address. The shipment must be submitted to the Diplomatic courier service at the address below, stating this order number and providing a correct and complete address.

Depending on the shipment, this may be the address of the Diplomatic Courier Service or the address of the external service provider.

To request a shipment from abroad to the Netherlands, please contact the Diplomatic Representation in the country where the shipment must take place.
The goods which have been sent by Cargo from abroad, can be collected on appointment. Depending on the shipment, these can be picked up at the Diplomatic Courier Service or at the external service provider.

Processing time

The transit time of a Cargo shipment depends on the destination, size of the shipment, available transport options, the nature of the goods to be sent and the customs formalities at the place of destination. Also in some cases, shipments need to be coordinated in advance by 3W with the Diplomatic Representation.

Are there costs involved?

Yes, 3W will charge the costs of the external provider to the budget holder.
